The recently concluded 7th National Advisory Group Summit, with the theme: “Sustaining PNP Transformation: Championing Positive Change and Value Creation Through Enhanced Community Partnership,” held on November 23 and 24, 2021 at the PNP Multi-Purpose Center, Camp BGen Rafael T Crame, Quezon City, and attended physically and virtually by a total of 757 Zoom platform accounts logged in, and 1,783 participants registered in Google platform, which are comprised of the members of the National Advisory Group for Police Transformation and Development (NAGPTD) members of the Advisory Groups of the different National Support Units (NSUs) and Police Regional Offices (PROs) nationwide members of the Technical Working Group (TWG) for PNP P.A.T.R.O.L Plan 2030 guest lecturers/speakers, major sponsors, and PNP personnel.
The objective of the summit is to adapt to new changes in conducting PNP P.A.T.R.O.L. Plan 2030 and Advisory Group activities, to strengthen the national and regional collaboration among the Police Advisory Groups and the communities, to build resiliency amidst the pandemic and future disruptive challenges in giving advice to the PNP, and to stay relevant as Advisory Group to the PNP in its Transformation Journey.
The following are the highlights of the 7th National Advisory Group Summit:
The Opening Ceremony began with a mass singing of the Philippine National Anthem followed by the Invocation delivered by Pastor Lee D. Oliver, Member, PNPFG Advisory Group. The welcome remarks was delivered by PBGEN NOEL A BARACEROS (Ret), Chairperson NAGPTD. The participants were formally introduced by PBGEN RANDOLF Y BALONGLONG, Director, CPSM. PBGEN VALERIANO T DE LEON TADO/Vice Chairperson, TWG for PNP P.A.T.R.O.L. Plan 2030 was the Guest of Honor and Speaker during the Opening Ceremony;
For the Program Proper, PCOL VICTOR V AREVALO, Deputy Director, CPSM, presented the Summit Overview, followed by the Self-Reflection on the PNP P.A.T.R.O.L. Plan 2030 by Comm. Zenonida F. Brosas, NAPOLCOM Commissioner/NAGPTD Member. Mrs. Margarita P. Juico Member, NAGPTD, presented the evolution of the Advisory Group putting emphasis on the original members in all offices and units and those who are still serving as one. Special audiovisual presentation was also presented to honor the members of the Advisory Group who have passed away;
The afternoon session was filled by insights and wisdom coming from Mr. Francis Kong, a well-sought motivational speaker and book writer followed by interaction and question and answer portion with Dr. Neil Mamburam, PNPES and PNPTS Advisory Group, and Atty. Ryan Mancera, PRO 8 Advisory Group Member;
PCOL ERCY NANETTE P MADRIAGA, Chief, Organizational Alignment Division and Legal Officer, CPSM presented the workshop mechanics. The workshop ensued with four breakout groups. The overarching objective of the workshop is to identify challenges and solutions of four perspectives of the PNP Scorecard and identify the areas of collaboration where the members of the Advisory Group can contribute;
The workshop was facilitated by Prof. Jose S. Navarro; Prof. Arne Barcelo; Mrs. Margarita P. Juico; Dr. Neil Mamburam; and Engr. Eduardo M. Meneses. The outputs were presented by rapporteurs from each group namely: Mr. Rolando Santiago, PRO 1 RAGPTD; Mr. Allen Balaibo, PRO 4B RAGPTD; Ms. Lorry Gabule, Iligan CPO AGPTD; and Atty. Raul Cortez, ACG AGPTD;
The second day was commenced with an Invocation led by Rv. Fr. Carlito L. Clase. It was followed by a recap of previous activities by PCOL CARLITO M GACES, Chief of Staff, CPSM;
ASEC Carlos Bernardo O. Abad Santos, National Economic and Development Authority, discussed the Impact of Covid-19 on the Country’s Economy and People, and the Short and Middle-term Strategies for Recovery. Mr. Disdado P. Banatao, Founder, Philippine Development Foundation, represented by Mr. Kevin Martin Dela Cruz presented the Good Governance in the Digital World. It was followed with by Interaction and Question and Answer portion with Mr. Lamberto “Engels” M. Antonio, Jr, ITMS AGPTD; and
During the closing ceremony, PBGEN BARACEROS (Ret) presented the workout outputs. The Guest of Honor and Speaker, PGEN DIONARDO B CARLOS, CPNP delivered his message virtually. He thanked the Advisory Groups nationwide for their unwavering support in helping the PNP in the attainment of its Transformation Program and encouraged them to become steadfast in the said endeavor. The plaque of appreciation was given by PBGEN BARACEROS (Ret) and PBGEN BALONGLONG. The activity ended with the singing of the PNP Hymn and photo opportunities.
The concluded activity ensures that transformation will be attained at the macro-level by making every PNP personnel to be the ultimate government asset through the help of their respective Advisory Groups. As way forward, the CPSM and NAGPTD will discussed the issues and concerns raised by the Advisory Group Members during the workshop in the upcoming NAGPTD and Joint TWG for PNP P.A.T.R.O.L. Plan 2030-NAGPTD Meeting.
